The real difference
In Employee Navigator, an employee clicks through election screens, picks a plan from a cost table, and signs. It's a decent form, and it's been the standard for a decade. But a form only records your choices. It can't help you make them.
Keel starts from the other end. The questions brokers actually ask
Employee Navigator's flow is a run of screens with "save and continue," and reviews from 2024 through 2026 describe a dated interface and too many steps. It shows plans and costs side by side, but there is no recommendation, no cost modeling on expected usage, and no one to ask. Keel exists for the opposite: an enrollment an employee can finish from the couch, in English or Spanish, with an AI that answers the question people actually arrive with: "should I take the HSA plan?"
This one is worth getting exactly right, because it changed recently. In September 2025 Employee Navigator acquired Velocity Benefits' AI and shipped an AI Plan Build tool that cuts a company build from a few hours to somewhere between 10 and 20 minutes, plus a broker support assistant EN says answers configuration questions at about 97% accuracy. That's real, and it's genuinely useful. But all of it faces the broker or admin setting up the platform. There's still no recommendation or decision support for the employee choosing a plan. So the honest line isn't that EN has no AI. It's that EN's AI helps the broker build plans, and Keel's AI helps the employee pick one.
Employee Navigator moves 1,200+ production EDI 834 files to 180+ carriers, and it handles ACA reporting, COBRA, and payroll sync. Keel doesn't connect to carriers in V1, by design. It hands you the export bundle to run through your ben admin. If carrier feeds and compliance are the priority, that is Employee Navigator. Keel feeds it; it doesn't replace it.
For most brokers, the honest recommendation is to run both. Employee Navigator stays the system of record, and Keel becomes the enrollment experience on top, producing the EN file at the end. You keep the back office you trust. Your groups get a modern enrollment.
